SEMINAR AND INTERACTION WITH HERITAGE T P A ON 29/12/2023

        INTERACTIVE SESSION WITH T P A ON 29/12/2023

Friends, we arranged an interactive seminar regarding Medi claim on 29th December 2023,

which is a very burning issue for all the retired persons as well as the employees.

Conditions of Mediclaim Insurance offered to us with an understanding between Life Insurance Corporation and New India Assurance. The TPA Heritage Health (for eastern zone) play a crucial role for cashless facility, reimbursement facility and declining/refusing the claim.

So, we invited “Heritage Health TPA “for the session. Mr Pankaj Kumar Singh Regional Manager, Dr.Kumar Chatterjee Chief Cashless Manager and Mr. Suraj Kumar Pandey Assistant Manager represented the team. Mainly Mr. Pankaj Kumar Singh given reply to all our queries and given his suggestion. Dr Kumar Chatterjee detailed about cashless facility.

Now this interactive session was done in Bengali (Maximum) language. So, I think there will be certain difficulties for others (those who do not know Bengali) to follow. In future we will try to make it in English for everyone. Sorry for that.

So here I will present the excerpts of the Seminar. All the important points regarding Mediclaim are as follows.

1. You should have the Mediclaim Card and Identity Card with you and with your family members. It is must. During hospitalization You have to submit photocopies of the both in Insurance Desk. So carry the card with you as you don’t know when it will be required.

2. Two types of settlement of claims. One is cashless and other is reimbursement in full. Generally, patients are being admitted in sudden cases and others are in planned manner (in case of Cataract/Gall Bladder operation etc).

In case of planned manner, you should intimate the TPA before, with your prescription along with your SR No. and contact no and in case of day care surgery you have to intimate TPA before.

3. You must have the App of Heritage Health TPA in your Android mobile. Throughout India which hospitals are entitled for cashless benefit, their address and their locations everything you can get there.

4. LIC Mediclaim policy is the best policy throughout India. There is no clause of pre-existing decease and any terminal decease in this policy. The coverage is pre(hospitalization) 30 days and pro(hospitalization) 60 days.

5. During hospitalization one very important thing to be noted that is the Room Rent.Up to coverage of 30 lakh insurance, you are eligible for room rent of Rs. 7500 per day and above 30 lakhs, like 40Lakhs,50 Lakhs  you are eligible for Rs. 10000 per day. So, suppose you are eligible for 7500. But taken a room of 10000. Then the Doctor’s fees and operation theatre charges will be higher proportionately but you will be paid according to your eligibility. So, in that case you have to bear a good amount from your pocket. But there is no limit in case of ICU patients. Many a times it was observed that hospital willingly try to make admission on higher charges, there you may contact the TPA if necessary.

6. In case of admission in hospital due to any operation of teeth and skin which is not admissible except in case of accident(teeth) but if doctor advise the patient (skin treatment) to be admitted for operation and specifically mention that it is not a cosmetic surgery then the claim can be settled.

7. Continuity of treatment. While the patient is not pleased with a particular treatment or referred to another hospital for treatment, he/she may do so. Or even after one operation, if the patient was referred or he/she likes to be admitted in other hospital and if operation is done in that hospital, then also the cashless facility can be enjoyed, provided the hospital should be empaneled. In all the cases claims will be admitted subject to referring the previous treatment. It is better to contact the TPA  in these types of cases.

8. In case of dialysis, claims are admitted. Generally, dialysis is a continuous treatment and so if you request the doctor to make a 3 months program, then at a time TPA will sanction the amount for 3 months.

9. Generally, during discharging all the papers, prescriptions, Xray plates are given to the patient party. Within the total expenses, cashless part given by the TPA ( Insurance Companies ) and after that treatment continue and after 60 days from discharging, we again submit bills for reimbursement. So, it is very important to make query whether you got everything (prescriptions and reports) from the hospital.

10. In many cases hospital authority does not provide Xray plates. Then you can get it from hospital by depositing a small amount. Again, if you submitted the plate to TPA for reimbursement. Then also you can approach TPA for the plate and they will provide you at their earliest. But in case of full reimbursement (where you are not under cashless facility) you must get all the documents. Don’t leave any document in hospital Mind that.

11. A special case was referred to TPA regarding ambulance expenses. Now ambulance charges are given only for hospitalization and discharging the patient. But in any case, that patient was advised not to walk for three months, but in the meantime he/she has to visit doctor for 3 months. Then ambulance is only the solution to visit doctor. But in our policy those ambulance charges not included. TPA told us that they will raise the matter as well as we have to raise the matter with LICI.

All we know that there are some non-medical items, which are not covered and we have to pay for the same. But the system is that, the hospital authority sends the total bills

to TPA and the TPA dishonored the non-medical items and the bill settled. So, during discharging the patient you should ask the hospital to show you the non-medical items deducted by the TPA. Secondly, hospitals make us fool in certain cases where they show false billing against Doctors Visiting Charges. So, you have to be careful and raise your voice in case of any discrepancies.

We often notice that our members those who lives in district, there one or two empaneled hospitals are there. But if you like to empanel any hospital having minimum 15 ICU beds and doctors’ availability round the clock and well-equipped operation theatre then you may approach the TPA for emplaned the said hospitals. The TPA will visit and do their best accordingly. Besides that, a question arisen that if any of us visit abroad or stay with their children in abroad whether this policy is covered or not. Simply the answer is big NO. But if you take overseas Mediclaim Policy and that’s too from a Govt. Organization then the TPA is Heritage Health and they can provide you the service.

But it is fact that with all the good effort sometimes some problem we faced with TPA for refusing the claim or delaying to settle the claim. The TPA authority confessed before us. and assured us for further betterment of service and they told us on the spot for some cases to be reproduced and they will solve it within 7 days.

With vote of thanks the seminar was ended with nice gestures.

Respected Sir,
At the very inception, we convey our warm wishes and hearty greetings for a Happy New Year and for a strong Republic
Day 26th January 2022 on behalf of LIC Pensioners.
Sir, we are an Association of the Retired Development Officer belonging to Life Insurance Corporation of India. We are
covered by the Pension Scheme of 1995 as formulated by Govt. of India. Our Pension Scheme was designed as per the
Central Govt. Employees Pension Rules. We are extremely sorry to inform you that our Scheme of Pension suffers from
several inconsistencies and anomalies in comparison to the Central Govt. Pension Rules. We on several occasion has pleaded
before the previous governments to iron out-the inconsistencies but unfortunately our justified grievances were not
addressed and this is our second reminders to your kind perusal. We therefore give below the following points for the
improvement in the Pension Scheme of Insurance Employees
The Pension for employees of LICI is not upgraded at the time of revision of pay of employees. The present corpus of
L1C Pension Fund is to the tune of Rs. 53.904 Crores as on 31st
March 2019 ( now it is much more than that fund). The
Corpus is meant for meeting liability to pay pension, dearness relief to both retirees and family pensioners. It may be noted
that on retirement of employee the Pension Trust of LICI, purchases annuity and thus LIC’s responsibilities only towards
increase of Dearness Relief for which additional annuities are purchased as and when required. It is therefore if the Pension
is upgraded with revision of pay, the impact of the same will not be much. Further we inform that RBI has already
completed a move of upgrading pension of its employees. We also appreciate that your Govt. in the past has already
sanctioned One Rank One Pension for all category of Central Govt. employees. Thus up gradation of pension will solve the
problem of our old retirees.
2. The Family Pension of LIC is not at par with Central Govt. Employees. The Family Pension offered to family members
is so meagre that they cannot afford a decent quality of life. We came to know that LIC had sent its recommendation for
granting uniform rate of 30% of family pension to the Government long back ; but it had not communicated its approval
so far. We urge upon to your kindness to effectively pursue with your department and get the Notification issue with
retrospective effect with your kind consideration. The regular full pension for family pensioner be payable on date till his /
her date of retirement and upto the age of 67 years if death occurs after retirement.
3. The full pension eligibility be amended for LIC employees to 20 years service instead of 33 years. The RBI/NABARD
has already revised the same to 20 years.
4. Additional Pension as per Central Govt. Employees be sanctioned for retirees as they cross 80 years for age. ' We crave
your kind indulgence into the matter and accord sympathetic consideration to the Senior Citizens as we have also believe
your doctrine “The Development for all with all” .
With kind regards,
Yours faithfully,
Swapan Kr Chakraborty
Gen. Secretary
LIC's Retired Development Officer
Welfare Association.

In this connection I would like to remind our members that all the four Unions of Class:1, 2, 3, and 4, in their joint re- presentation to the Chairman (LIC) on 19/11/2020, devoted two paragraphs , first for the improvement of Family Pension and second , for Updation of pension as given to the Pensioners of R.B.I.
So hoping 2021 would usher in good tiding opportunity to wish all of you and your family the very best things in the New Year, particularly good health in these ravaged times of Pandemic.

Thanks for democratic thinking of our beloved secretary! It will be wise and practical to continue the same committee for one year more.

I am of the opinion to defer our AGM till such time the pandemic situation is over.

In this circumstances my opinion is to extend the existing body till next AGM.

I think next AGM cannot be possible in time due to COVID situation .
Please take the pain to continue the Association activities till normal situation.
Regards.

It's impossible to even contemplate holding AGM against the backdrop of pandemic situation that's not only still prevalent but threatening to may appear with renewed vigour as experts are saying. Under the circumstances, if not any other say of the constitution, it's better for us to be getting on with the existing EC.

Dear Sir,

A hearty welcome to you from our LICs Retired Development Officers  Welfare Association. We enriched ourselves by seeing the Central office circular issued on 8th January 2020 regarding pension credit on the 1st working day of every month. Sir, I would like to mention here that the present pensioners were the part and parcel of the glorious foundation of LIC's pride and prime period. So they can expect the minimum honour from their great organisation.Despite repeated assurances and making all out efforts CO,ZOs,DOs the pensioners do not get credited on the first day of month. Rule 54 of LIC employees pension rule more or less deviated many times and it also seems to be a failure of responsibilities. It is our humble request to you ,that you may kindly take urgent steps in the matter as because in the month of August 2020, 27th 28th 31st will be total lockdown in West Bengal  and again 29th Saturday,30th Sunday and please ensure to credit pension to pensioners Bank accounts on or before the last day of month or Bank last working day of month. Let us hope  on the auspicious  anniversary and coming September the holy foundation day 2020 there would be no reason for pensioners to complain about delay in their monthly pension credit to their Bank accounts.
Thank you.
With regards.

Discrimination in Settlement of Grauity

To

The Secretary

Minister of Labour and Employment

Shram Sakti Bhawan

Rafi Marg, New Delhi - 110001

Respected Sir,

Subject : Discrimination in Settlement of Grauity

At the very outset, we convey our warm wishes and hearty greetings to you. We are an Association of the Retired Development Officer belonging to Life Insurance Corporation of India. We would like to inform that the Super Annuation benefit offered to employees of LICI and PSU Banks are all settled in the line of rules as available for Central Government Employees.

Sir, we bring to your kind notice that several employees of Life Insurance Corporation of India and PSU Banks who have retired from service during the period 1st January 2016 to 29th March 2018 have been deprived of the revision of gratuity as per the new rate and limit as set in the Amendment in Payment of Gratuity Act 1972 brought in on dated 29th March 2018.

Sir, we very humbly place before you the fact that the Payment of Sum for Gratuity was revised by the Seventh Pay Commission giving effect from 01.01.2016. In  the past whenever the payment of Gratuity Act of 1972 was amended and revision made on the maximum limit of payment, the standard practice was that a parity was maintained in the effective date with Central Pay Commission.

During the present Amendment of Payment of Gratuity Act 1972, which took place on dated 29th March 2018, unfortunately the date was made effective from the date the Bill was passed but not from the date the Bill was placed before Cabinet Committee etc. This has lead to discrimination and deprivation of a chunk of Retired Employees who retired from service during the period 01.01.2016 to 29.03.2018. The hapless retired employees had to bear such disparity and an enhancement of few thousand rupees could have helped these unfortunate employees in leading a little better and decent life.

Sir, we therefore pray before your good self to remove the injustice meted out to such employees and request you to revise the date of effectiveness of the Amendment of Payment of Gratuity Act 1972 from 29th March 2018 to 01.01.2016. For this Act kindness, we shall remain ever pray.

                With kind regards,

                                                                                                       Yours faithfully

     Swapan Kr. Chakraborty

General Secretary

MEMORUNDUM FOR IMPROVEMENT IN PENSION SCHEME

To                                                                                                                                                               Date : 06-07-2019

The Honorable Prime Minister of India,

7, Race Course Road,

New Delhi-110011

MEMORUNDUM FOR IMPROVEMENT IN PENSION SCHEME

Respected Sir,

At the very inception, we grab this opportunity to Congratulate you for huge mandate and also on your assuming the office of Prime Minister of our nation. We convey our warm wishes and hearty greetings to you.

Sir, we are an Association of the Retired Development Officer belonging to Life Insurance Corporation of India. We are covered by the Pension Scheme of 1995 as formulated by Govt. of India. Our Pension Scheme was designed as per the Central Govt. Employees Pension Rules. We are extremely sorry to inform you that our Scheme of Pension suffers from several inconsistencies and anomalies in comparison to Central Govt. Pension Rules. We on several occasion has pleaded before previous governments to iron out the inconsistencies but unfortunately our justified grievances were not addressed. We therefore give below the following points for the improvement in the Pension Scheme of Insurance Employees :-

1. The Pension for employees of L1CI is not upgraded at the time of revision of pay of employees. The present corpus of LIC Pension Fund is to the tune of Rs. 53,904 Crore as on 31S| March 2019. The Corpus is meant for meeting liability to pay pension, dearness relief to both retirees and family pension. It may be noted that on retirement of employees the Pension Trust of LICI purchases annuity and thus LICI's responsibility is only towards increase of dearness relief for which additional annuities are purchased as and when required. It is therefore if the Pension is upgraded with revision of pay, the impact of the same will not be much. Further we inform that RBI has already initiated a move of upgrading pension of its employees. We also appreciate that your Govt. in the past has already sanctioned One Rank One Pension for all category of Central Govt. employees. Thus up gradation of pension will solve the problem of our old retirees.

2.  The Family Pension of LIC is not in par with Central Govt. Employees. The Family Pension offered to family member is so meager that they cannot afford a decent quality of life. We therefore demand that our Family Pension be at least 30 percent of last drawn pay of employees across the board for everyone. The regular full pension for family pension be payable on death till his / her date of retirement and up to of age 65 years if death occurs after retirement.

3. The full pension eligibility be amended for LIC employees to 20 years service instead of 33 years. The RBI/NABARD has already revised the same to 20 years.

4. Additional Pension as per Central Govt. Employees be sanctioned for retirees as they cross 80 years for age. We crave you kind indulgence into the matter and accord sympathetic consideration to the Senior Citizens as we have also believe in your doctrine "development for all with all "SABKA SATH SABKA BIKASH".

With kind regards,

Yours faithfully

Revision of Limits of Basic Cover(Compulsory Family Floater Sum Assured) Under Group Mediclaim Scheme

Mediclaim Seminar

Interactive session on 17 th November.
On 17th November,2017 a "Questions Answering session was held in our Association office with the help of our TPA ( mediclaim) Heritage Health Care. All the responsible officer including R.M of TPA was present and it was a full house on our behalf.
A few advices from the TPA for our benefits :-
1. Two types of claim settlement. One is cashless and other is reimbursement.
2. In case of Cashless you have to be admitted in the empanelled hospitals and meet the Insurance desk at hospital with your Mediclaim Card and any Identity card. If the hospitalization is predetermined then inform TPA previously.
3. In case of reimbursement any hospital is allowed.
4. In both the cases you have to submit bills within 20 days from the day of discharge.
5. Pre 30 days and pro 60 days is allowed for treatment bills of the disease for which he was admitted.
6. After 60 days, within 30 days you have to submit subsequent bills to your divisional office for reimbursement.
7. 15 Diagonistics test can be done in a year only with the prescription of M.D doctor or equivalent and maximum Rs.75000 is payable per family.
8. Minimum 24 hours is required for cashless but certain day care operation is there such as Cataract.
9. For cataract it is 60000 per eye is allowed.
10. For physiotherapy in case of accident for 6 months is allowed.
11. Those who stay outside of Kolkata and under the mediclaim scheme they are advised to be hospitalized in the empanelled hospitals for cashless treatment and for reimbursement they can be admitted anywhere but it is better to produce the bills at their respective divisions.
12. Age related macular disease treatment is now included in the scheme. RS 30000 per year is admissable.

A FEW SUGGESTIONS :
1. TPA is open throughout the year. On sundays it is open from 11 am to 05 pm. For final bill settlement TPA take Max 2 hours to settle the bill so ask your hospital to send the final bill as soon as possible and may ask the time when they sent the bill. Generally hospital take 4 hours to send the bill. So don't be impatient rather direct contact with your TPA.
2. You will get sms from TPA when they will receive your statement from hospital. So maintain the that very no. which is incorporated with TPA.
3. If you have any doubt against the deductions then you may contact with TPA.
4. Always insist Hospital to make arrangement of bed within the limit of your insurance. Generally they go for the higher bed charges when all the expenses will go higher equationaly.
5. You may change the hospital but you have to pay the bill and apply for reimbursement and then again hospitalized with cashless system.

Few proposals from TPA :
1. A free health check up camp.
2. For senior citizen a special cell will be opened within 20 days.
3. For any grievance meet at Kolkata office of TPA on any Saturday.
4. In case of emergency always call TPA. Mr. Kantimay Singha is the Mgr. Claim you may talk with him.
