1 .Name LIC's Retired Development Officers' Welfare Association (Eastern Zone)
2. Address 16, Hare Street, Rally's Building (Top Floor), Kolkata - 70001
3. Extent Operational Area of Eastern Zone, comprising states of West Bengal, Assam, Manipur, Meghalaya, Nagaland, Mizoram, Tripura, Arunachal, Andaman & Nicobar Islands
4. Registration The association amy get itself registered under the Society / Trade Union Act according to the law of land
5. Aims & Object (i)To organize the whole body of development officers of LICI and to foster a spirit of cooperation and camaraderie amongst them.
(ii) To secure and improve the quality of retired life of its members.
(iii) To safeguard the interests of the pensioners by all legitimate, peaceful & democratic means.
(iv) To establish and maintain liaison with institution like LIC, GIG, BANKS etc. to foster all sorts of fraternity.
(v) To raise funds by way of donation, subscription etc., to meet the financial requirements of the Association.
(vi) To arrange meetings & seminars for betterment of the personal life of the members.
(vii) To secure equality of rights and privileges of the members irrespective of race, colour, creed and sex.
(viii) To extent all possible help to our members at the time of their sickness or at any point of time our members facing critical situation.
6. Official Year

12 months from the date of resuming office of the newly formed body.

7. Accounting Year April to March.
8. Membership

(i) All Ex Development Officers and those who were once Development Officers of the Corporate but retired from other class.

(ii) Those who are eligible for membership as per mentioned criteria but have already joined in any other association would also be allowed for new membership.
(iii) Application for membership shall be made to the General Secretary in the prescribed proforma along with the subscription fees as decided by the general body from time to time.
(iv) The heir to the pensioner who will be eligible for family pension on the death of the pensioner shall automatically become member of the Association.

(v) Membership will automatically cease where there is no such heir as mentioned in (iv) above.

(vi) A widow / widower, who is already a family pensioner of a retired Development Officer, shall be eligible for membership.

9. Fees (a)Members will be allowed to exercise their options for payment of their subscription as life member against one time payment of Rs. 1,500.00, those who have not exercised their option at the time of entry will be allowed to do so on or after April, 2008.
(b) The annual contribution Rs. 300.00 in lieu of Rs. 200.00 w.e.f April, 2010. The widow / widower member will contribute 50% of the contribution both in annual and Life membership w.e.f April, 2010.
10. General Body General Body will comprise of all Life / General members.
11. Executive Body (i) The Executive Body will comprise of - 15 (fifteen) members, for representation of all the Divisions, in our Executive Body within our frame work.
  • One President.
  • One Vice-President
  • One General Secretary
  • Two Joint-Secretaries
  • One Treasurer.
  • One Resident Secretary, if required.
  • All Divisional Secretaries and Presidents.
  • (ii) 15 (fifteen) Executive Committee Members are to be elected in the A.G.M and then E.G. members will elect afterwards among themselves one President, one Vice President, one General Secretary, two Joint Secretary, One Treasurer, one Resident Secretary if required, balance are E.G. Members.

    (iii) In case of any vacancy for the post of President and General Secretary arises due to any reason whatsoever in the interim period, the E.C members will be empowered to elect suitable person to fill in those vacancies till next A.G.M. in case of vacancies to other office bearer's posts, those may be filled by way of co-option.

    12. Ex-officio

    (a) The Chief Executives of N.F.I.F.W.I (E.Z) i.e. President and General Secretary and the Chief Executive of all the Divisions under (E.Z.) and any member from zone representing All India Organisation of N.F.I.F.W.I shall be permanent invites to our A.G.M.

    (b) With our existing provision, the representatives of other sister organization may also be invited to our A.G.M.

    13. Meeting of the General Body

    The General Body (i) Annual in nature, (ii) General Body shall elect 15 (Fifteen) Executive Members in the annual meeting for one year term, (iii) The following business shall be transacted in the annual meetings:
  • Placement and Adoptoion of the Report on activities of the Association for the period under review
  • Placement and Adoptoion of Audited Statement of accounts of the Association for the preceding Financial Year
  • To consider and adopt resolutions.
  • To appoint Auditor.
  • 14. Executive Committee Meeting
  • At least one Executive Committee meeting in every quarter with the prior notice of at least 15 days.
  • E.G. meeting may be organized other than Friday and should be confined to the E.G. members only.
  • In every E.G. meeting income and expenditure statements should be placed for appraisal and approval of the members.
  • Follow-up action of the resolutions adopted in A.G.M is to be discussed and necessary steps to be taken in every E.G. meeting.
  • 15. Meeting of Divisional Executive Committee: Twice in a year with the prior notice of at least 15 days to the members subject to formation of Divisional Body
    16 .Functions & Powers: (a) President: The president shall be the head of the association and shall preside over all the meetings of the Association.
    (b)Vice President : The Vice President shall assist the President in all matters and preside over the meetings in the event of absence of the President.
    (c) General Secretary : As the Chief Functional Executive of the Association, the General Secretary shall correspond, communicate and convene all Meetings, keep all records & carry out the decisions of the Executive Committee.
    (d) Joint Secretary : The Joint-Secretary shall assist the General Secretary in all matters and act on behalf of him as and when Required.
    (e) Treasurer : The Treasurer shall receive all money due to the association and issue receipts for the same. He shall maintain the books of A/Cs and make necessary payments in running day to day routine activities of the association after obtaining approval from the General Secretary. For any payment out of the routine activities prior approval of the Executive Committee is to be obtained.
    (f) Resident Secretary : Resident Secretary shall maintain liaison with the LICI Management and other lobbies to carry out a!! the matters related to the Association as per the instruction of the General Secretary.
    17. Funds (i) Contributions of the members shall contribute the Fund of Association.  

    (ii) All expenses of the Association shall be met from this fund.

    (iii) Fund shall be maintained through a bank account which shall be operated by any two amongst the President, the General Secretary and the Treasurer.

    (iv) The Executive Committees shall hold the power to call to raise the fund as and when required.

    (v) Rs. 500.00 (Rupees Five hundred only) as impressed cash should remain in the hands of the treasurer as well as with the General Secretary for day to day expenses.

    18. Amendments Amendments in the constitution may be made in the general body Meeting for which a notice has to be served by the General Secretary to all general members 21 days prior to the general body meeting. All amendments have to be passed by a 2/3 majority of members present in the A.G.M.
    19. Requisition Meeting:

    1/3rd of Members may call a requisition meeting provided the President / General Secretary does not convene any meeting. Such requisition meeting be called with a prior notice of 21 days.

    20. Dissolution

    If the existence of the Association is found not required at any time, the General Body may dissolve the Association by 3/4th majority of the members present in the general body meeting called by the General Secretary for this purpose.

    The theme of our LOGO" i.e. an Ex-Lician, as ex-member of N.F.I.F.W.I, with a mission of our Association "We Care".
